This roundup covers Monday 5 to Sunday 11 October 2026 and was published on 14 October. Each entry links its primary source; dates that need action are collected under Deadlines ahead and in the regulatory calendar.

Top story

MAS issued its Guidelines on Artificial Intelligence (AI) Risk Management on 7 October. Status: guidance with an effective date. MAS says (opens in a new tab) the Guidelines apply to all financial institutions and all forms of AI. Institutions are expected to keep AI inventories, assess the risk materiality of AI use cases and apply controls including data governance, testing, human oversight, cybersecurity, monitoring and change management, and they remain accountable for AI used in the services they deliver. The Guidelines take effect on 7 October 2027: Sections 3–4 apply from that date and Sections 5–6 by 7 October 2028. MAS issued them after a November 2025 consultation and intends to consult again in 2027 on further guidance for agentic AI. Our 7 October item has more detail.

So what: banks, brokers and fund managers regulated in Singapore — start the AI inventory and use-case materiality assessment now; vendor tools belong in it because accountability stays with the institution.

Regulation

ADGM's FSRA opened a consultation on DeFi risk management guidance (6 October). Status: consultation. Consultation Paper No. 5 of 2026 (opens in a new tab) proposes how Authorised Persons and Recognised Bodies should manage risks from their own engagement with DeFi, from governance and the onboarding of material DeFi engagements to third-party dependencies, monitoring and incident escalation. The FSRA says it is not creating a framework for regulating DeFi protocols and is not altering the regulatory perimeter. Comments are due by 30 November 2026, by email to the FSRA.

So what: platform builders and ADGM-authorized firms — list every DeFi touchpoint in your design (liquidity pools, oracles, bridges, wallet infrastructure) against the draft and comment before 30 November.

The DFSA deferred the token proposals in Consultation Paper No. 174 (5 October). Status: consultation outcome. In its feedback statement announcement (opens in a new tab), the DFSA said it is proceeding with the amendments on credit rating agencies and prudential reporting and will consider the Crypto and Investment Token proposals at a later stage. The final amendments to the PIB module came into force on 2 October 2026; the COB amendments come into force on 1 January 2027. Our 6 October item covers the detail.

So what: counsel and DIFC project teams — plan against the current DFSA rulebook; the CP174 token proposals are not in force, and any later text may differ.

Market infrastructure

OCBC launched a tokenized-deposit treasury solution with Ant International (7 October). Status: announcement. OCBC says (opens in a new tab) Ant International can mobilize SGD- and USD-denominated tokenized deposits 24/7 for treasury management between Singapore and Malaysia, delivered through Ant International's WhaleRTP, a blockchain-based wholesale settlement platform. Our 12 October note sets out what the release does and does not establish.

So what: banks and brokers comparing tokenized-deposit offers — this launch names one client, two currencies and one corridor; ask other providers for the same perimeter before comparing claims.

The HKMA reported loan approvals from its Cargox trade-data pilot (5 October). Status: pilot. The HKMA says (opens in a new tab) a link between Hong Kong's Commercial Data Interchange and a digital trade platform developed by the Shanghai Data Bureau let five pilot banks use trade declaration data, enabling approval of ten trade-finance loans totaling HK$180 million. It also announced a memorandum of understanding with the PAA Digital Trade Alliance.

So what: private-credit and trade-finance originators — government-sourced trade data is feeding bank credit decisions in Hong Kong; the figures are pilot output, not loan performance.

Ondo announced tokenized notes linked to a pre-IPO AI company's share value (6 October). Status: announcement. In an issuer release via PR Newswire (opens in a new tab), Ondo said each note's payout is linked to the per-share value realized on the referenced company's common shares at a liquidity event. The notes are obligations of their issuer, not shares, and carry no ownership or shareholder rights. They are not offered to U.S. persons, and the release does not name the company.

So what: family offices and counsel — the exposure is to the note issuer and its payout terms, not to the AI company; the offering documents, not the release, define redemption and transfer rights.

Follow-ups

  • MAS AI guidelines: from consultation to issued. Our 12 September item described the guidelines as a consultation. It now carries a dated update note linking to the 7 October item.
  • ICBA v. OCC. The public docket (opens in a new tab) shows a standing order entered on 5 October and, as of 14 October, no response from the OCC and no ruling. Our briefing has been retitled and now cites the docket.
  • Citi and Swift's ledger. DBS said on 7 September (opens in a new tab) that it and Citi's New York office completed a USD payment between Singapore and the United States on 5 September, using tokenized deposits via the Swift Digital Ledger. We found no public confirmation of the UOB transaction Citi also expected in September. Our 31 Aug–6 Sep weekly now carries this update.
