By Asset Haus ResearchReviewed by Omar Al-Farsi

This roundup covers Monday 12 to Sunday 18 October 2026 and was published on 19 October. Each entry links its primary source; actionable dates appear under Deadlines ahead and in the regulatory calendar.

Top story

DTCC published the initial perimeter for DTC’s Tokenization Service. Status: announcement. A DTCC fact sheet (opens in a new tab) created on 16 October describes 25 eligible securities across selected Russell 1000 equities, ETFs and U.S. Treasuries. At launch, registered wallets can transfer tokens around the clock on Canton or DTCC’s private Besu network, subject to compliance restrictions; the securities keep the same CUSIP and DTC remains the official books-and-records authority. Stellar, Circle’s Arc and other networks are presented as an indicative 2027 roadmap, subject to regulatory, participant and market considerations. The document does not name participants or provide transaction volumes or independent control testing.

So what: banks, brokers and platform builders — compare any proposed design with DTCC’s specific split between DTC’s official record and transfers among registered wallets, and identify where its cash leg differs.

Regulation

DFSA published an effective enforcement decision on unregistered DIFC corporate-services activity. Status: announcement — effective enforcement decision. The DFSA announcement (opens in a new tab) and Decision Notice (opens in a new tab) concern Hayman-Woodward Global Mobility Services (DIFC) LTD and a USD 454,367.05 penalty for carrying on unregistered DNFBP activity. The notice says the firm served 71 clients with company-formation and office or address services between August 2018 and February 2025. It does not allege money laundering or intentional breach.

So what: counsel and DIFC project teams — before marketing, contracting for or referring company-formation or registered-address services in or from DIFC, document who performs the activity, where it is performed and the provider’s current DNFBP-registration basis.

ADGM published Consultation Paper No. 7 of 2026 on business centres on 14 October. Status: proposal. The consultation (opens in a new tab) would make providing integrated serviced-office and related support a controlled activity. The draft proposes, among other conditions, USD 1 million public-liability cover, USD 50,000 regulatory capital and restrictions on cash payments above USD 3,000. Comments close on 6 November 2026. ADGM says stakeholders should not act on the amendments until final rules and guidance are issued.

So what: ADGM entities, CSPs and users of business centres — identify whether premises or registered-office continuity depends on an affected provider and submit comments by 6 November if the proposed licence conditions affect the arrangement.

Market infrastructure

BNY moved a tokenized Treasury from settlement into overnight triparty repo on 13 October. Status: live — completed workflow. BNY says (opens in a new tab) Citadel Securities bought a two-year U.S. Treasury note on Tradeweb, the security was represented on BNY’s private ledger and settled within minutes, then used as collateral in an overnight triparty repo with BNY providing cash. The release does not disclose size, legal token form, cash-leg technology or production frequency.

So what: fund managers, banks and brokers — ask whether a proposed tokenized Treasury can enter the same triparty collateral workflow and which system remains the authoritative record.

Mastercard and BVNK launched Global Money Platform on 15 October. Status: live. Mastercard says (opens in a new tab) the service is available through BVNK and brings fiat and stablecoin accounts, conversion, cards, payouts, treasury, payments and settlement behind one integration. The announcement names intended early integrators but gives no live volumes, pricing, service levels or independent interoperability results; some country, currency and tokenized-deposit capabilities remain future-facing.

So what: banks, brokers and platform builders — request a country-by-country matrix separating today’s BVNK availability from the announced 2027 and tokenized-deposit roadmap before selecting the service.

Jack Henry announced a planned core-banking integration with Google Cloud Universal Ledger on 16 October. Status: announcement. Jack Henry says (opens in a new tab) the integration will let banks and credit unions explore tokenized deposits, programmable workflows and continuous settlement through its ecosystem. No launch date, participating bank, production transaction, pricing or independent control review is disclosed.

So what: banks and credit unions — ask Jack Henry for the first supported core, launch date and participating institution before treating the integration as available.
